A man and a woman complained that the newspaper had published pictures of them taken by a photographer who had failed to identify himself. They also objected to what they considered to be harassment from the photographer and the use of misrepresentation to ascertain their home address.

The complaint was resolved when the newspaper which considered that there was no evidential basis for an allegation of misrepresentation or harassment against its photographer undertook to amend its records with a legal warning about further contact with the complainants and to review the general conduct of the photographer. In particular, he was to be given instruction on the need to identify himself when taking pictures.
