Publication: Daily Express

Complaint:
Ms Sarah Dean Forrester, the Head of Press Office for the Greater Manchester Police, complained that the newspaper had inaccurately suggested that police had failed to handcuff the man responsible for the murder of Stephen Oake because he was a Muslim. The police made clear that the suspect was not handcuffed because there was not considered to be justifiable cause at the time, as required by law.

Resolution:
The complaint was resolved when the newspaper whose claim had been based on a reference to police concerns over difficulties in balancing sensitivities in communities when making anti-terrorist raids published a clarification.
