Complaint:

Ms Fiona Townsley, Chairperson of the Double Dykes Tenants Association on the Double Dykes Gypsy site in Perth, disputed the claim in an article that none of the Travellers who agreed to be interviewed by the journalist paid council tax.

Resolution:

The newspaper provided a copy of the reporter’s notes. The notes contained references to a tenant who said ‘we pay council tax’ and ‘I…do not pay council tax’. The complainant disputed the newspaper’s contention that both these comments came from her, maintaining that the reporter had in fact spoken to tenants who paid council tax. The PCC accepted that it was not in a position to establish unequivocally who was correct on this point. However, after the newspaper acknowledged that there would be residents on the site who paid council tax – and annotated its records to reflect this – the complainant agreed to resolve her complaint on the basis of the PCC statement making clear that she disputed details within the reporter’s notes.
