A woman complained that photographs of her receiving medical attention in hospital after she had been shot at a tourist site in Jordan had been taken by a freelance photographer instructed by the news agency without her consent.

While the news agency sympathised with the complainants position as the victim of a terrifying ordeal, it considered that she was at the centre of a news event of international significance and did not believe that the photographer had overstepped the mark on this occasion. The complainant, who did not necessarily agree with the news agencys stance, wished for a public record of the complaint to appear on the PCC website.
