Mr Andrew Bissell of Ramsbottom complained that the newspapers coverage of the proposed congestion charge in Manchester consistently referred to a £3bn investment in public transport. In fact, he said that the TIF bid was for £2.75m, £1.2m of which was a loan to be paid back via profits from the congestion charge.


The complaint was resolved by the newspapers undertaking to refer in future coverage to the value of the bid as more than £2.75bn including £318m to set up a peak hour, weekday-only congestion charge. Some £1.2 billion of the total would be in the form of a loan, paid back over 30 years out of profits form the charge.
