Complaint:

Mr Andrew Bissell of Ramsbottom complained that the newspaper’s coverage of the proposed congestion charge in Manchester consistently referred to a £3bn investment in public transport. In fact, he said that the TIF bid was for £2.75m, £1.2m of which was a loan to be paid back via profits from the congestion charge.

Resolution:

The complaint was resolved by the newspaper’s undertaking to refer in future coverage to the value of the bid as “more than £2.75bn” including “£318m to set up a peak hour, weekday-only congestion charge. Some £1.2 billion of the total would be in the form of a loan, paid back over 30 years out of profits form the charge”.
