Bournemouth Borough Council complained to the Press Complaints Commission about an article which claimed that ‘wheelbarrow loads of garbage' had been deposited by a council worker on a Bournemouth beach. The complainant was concerned that the article led readers to believe that the eyewitness (on whose account the story was based) had seen ‘inorganic or dangerous material' such as ‘human waste, condoms and drug paraphernalia' being deposited on the sand. The complainant made clear that, while the Council did remove silt from gullies behind the beach huts and place it on the shoreline, great care was taken to ensure that only organic, natural and safe material was disposed of in that way.


The matter was resolved when the PCC negotiated a private letter for the complainant.
