Mr Alan Goldsbro, Chief Executive Officer of the Hair and Beauty Industry Authority (HABIA) complained to the Press Complaints Commission that an article had inaccurately claimed that under-16 students taking an NVQ Level 2 in hairdressing ‘never cut hair because health and safety regulations banned the use of scissors'. The complainant explained that the NVQ Level 2 was not offered to under-16s and that students were not prohibited from using scissors.


The matter was resolved when the PCC negotiated appropriate amendments to the online article.
