Complainant Name:
Miss Rachel Cowles

Clauses Noted: 1

Publication: Daily Mail

Complaint:

Miss Rachel Cowles complained to the Press Complaints Commission that an article reporting that the jury considering the charge that Levi Bellfield had attempted to abduct her had been discharged without reaching a verdict had included the inaccurate claim that the complainant had accused police of robbing her of justice. In fact, the complainant had publicly thanked Surrey Police for their hard work on the case. Neither she nor her family held police responsible for the outcome.

Resolution:

The complaint was resolved when the PCC negotiated the publication of the following clarification, which appeared in the print version of the newspaper and online:

An article on 27 June reported that that Miss Rachel Cowles, who believes she had nearly been abducted by Milly Dowler killer, Levi Bellfield, had accused police of robbing her of justice. In fact Miss Cowles has publicly thanked Surrey Police for their hard work on the case. Neither she nor her family hold police responsible for the outcome. We are happy to clarify Miss Cowles' position.
