Councillor Catherine Lumb complained to the Press Complaints Commission about a front page lead headline, and a clarification, both of which she considered inaccurate and misleading, in breach of Clause 1 (Accuracy) of the Editors' Code of Practice.

The complainant said it was not the case, as stated by the article headline, that she had been ‘censured' by the Hambleton District Council standards hearing panel, for breaching the Councillors Code of Conduct, as a decision on censure was yet to be made, as stated in the article.

The clarification which the newspaper had published on this point was also, in the complainant's view, inaccurate because it incorrectly stated that an alleged breach of the councillors' code related to the handling of a planning application involving Bagby Airfield. The complainant also felt the clarification lacked prominence.


The complaint was resolved when the PCC negotiated the publication of the following clarification:

On August 31, we published a clarification about a report published on August 24, relating to Thirkleby High and Low with Osgodby Parish Council, Bagby Airfield and the conduct of two parish councillors. The clarification made reference to discussion of a planning application relating to the airfield at a meeting of the parish council. We have been asked to point out that the council discussion about the airfield was not about a specific planning application. We apologise for the error.
