Mr Norman Anderson complained to the Press Complaints Commission about the publication of an article which was, in his view, inaccurate and misleading in breach of Clause 1 (Accuracy) of the Editors' Code of Practice.

The complainant, who is the Todwick Neighbourhood Watch coordinator, said it was not the case that he had told a parish council meeting that ‘while figures for certain crimes in [Todwick] were plummeting, cases of anti-social behaviour were going up'.


The complaint was resolved when the PCC negotiated the publication of the following clarification:

Our report ‘Rowdy behaviour falling in Todwick' (October, 2011) reported on a meeting of the Todwick Parish Council. We quoted Todwick Neighbourhood Watch co-ordinator Norman Anderson as having stated that cases of antisocial behaviour in Todwick were increasing. In fact Mr Anderson's comments in this regard referred to cases that had been reported to him in 2010 but did not reflect what incidents may have been reported to the local police.
