Jill Finney complained to the Press Complaints Commission that the newspaper had breached Clause 1 (Accuracy) of the Editors' Code of Practice with its coverage of criticism levelled at investigations conducted by the Care Quality Commission (CQC). In the complainant's view, the coverage misrepresented the Grant Thornton report into allegations of a cover-up by the CQC and her actions as deputy chief executive of the regulator.


The complaint was resolved when the newspaper amended the online article, adding the following footnote setting out the complainant's position:

"Jill Finney wishes to make clear that she has always denied the allegation in the Grant Thornton Report that she ordered the destruction of the Dineley report. She also refers to Grant Thornton's own acknowledgement in their report that she gave them a copy of the Dineley report two days before their review commenced. She points out that Cumbria Police said in July 2013 that the failure to act on the Dineley report 'had no consequences for the health care provision for the people of Cumbria."
