Jill Finney complained to the Press Complaints Commission that the newspaper had breached Clause 1 (Accuracy) of the Editors' Code of Practice with its coverage of criticism levelled at investigations conducted by the Care Quality Commission (CQC). In the complainant's view, the coverage misrepresented the Grant Thornton report into allegations of a cover-up by the CQC and her actions as deputy chief executive of the regulator.


The complaint was resolved when the newspaper amended the online article, adding the following footnote setting out the complainant's position:

"Update: Ms Finney denies the allegation in the Grant Thornton Report that she ordered the destruction of the Dineley Review into the CQC's regulatory oversight of UHMB. Ms Finney's position is that the Dineley Report was held back because it was not critical enough of the CQC and could not be published. Ms Finney maintains that she co-operated with Grant Thornton's investigation throughout, including providing a copy of the Dineley Review to Grant Thornton before it commenced its investigation. Cumbria Police said in July 2013 that the failure to act on the Dineley report ‘had no consequences for the health care provision for the people of Cumbria'."

The newspaper also arranged for a legal note to be added to its archive articles.
