Mr Terry Loscombe complained to the Press Complaints Commission that the newspaper had published an article that stated that power cables in Scotland were being stolen by English gangs without providing evidence to support the claim. He noted that individuals caught on CCTV could not be identified as English.


Although the newspaper did not accept a breach of the Code, the complaint was resolved when the PCC negotiated the deletion of the word "English" from the caption to the CCTV image as a gesture of good will.
