Complainant Name: Clauses Noted: 1, 12 Publication: Daily Mail Complaint: Jason David Carter of Sweden complained about a photograph showing “people of
predominantly Asian origin wearing Muslim dress” with a caption reading
“Thousands of illegal immigrants had been cleared to work in sensitive Whitehall security jobs”. He said that the photograph implied
that the people featured were themselves illegal immigrants and reinforced the
stereotype in this regard.
Resolution: The newspaper indicated that the photograph was a stock picture which had been used frequently as a generic illustration for stories about immigration; the caption was not intended to refer specifically to any of the individuals in the photograph.
That said, the managing editor indicated that he had
warned the staff member responsible of the dangers in using stock photographs
without making it clear that they were such. He also removed the photograph and
article from the newspaper’s records and agreed that it would not be used in
such a context again. The complainant indicated that such a response
represented a satisfactory outcome to his complaint.
