Complainant Name: Clauses Noted: 1 Publication: The Daily Telegraph Complaint: Mr Bruce Elliott complained to the Press Complaints Commission about an article which he considered to have inaccurately stated that two-thirds of millionaires had left Britain following the introduction of a 50p tax rate. In fact the statistical drop in the number of people earning an annual income of over £1m reflected not just those who had left the country but those who had reduced their taxable incomes through "forestalling". Resolution: The complaint was resolved after the PCC negotiated the publication of the following correction, published alongside the amended article online: When this article was first posted it said that two-thirds of the country's million-pound earners left or disappeared from Britain to avoid the 50p levy.
