A man complained to the Press Complaints Commission under Clause 1 (Accuracy) of the Editors' Code of Practice about an article which reported on the murder of six alleged Israeli spies in Gaza. The complainant expressed particular concern about a suggestion that Israel "targeted Arab civilians".
The matter was resolved when the PCC negotiated the publication of the following letter:Your 23 November feature on the Hamas-Israel conflict (The real story behind this brutal picture) suggested that Israel â€˜targeted Arab civilians'. In fact, Israel does more than any army in history to avoid civilian deaths (the proof being in the ratio of civilians to combatants killed, which was described in 2011 by Col Richard Kemp, former Commander of British Forces in Afghanistan as â€˜by far the lowest in any asymmetric conflict in the history of warfare'). The brutal nature of the Hamas regime, however, is well exemplified by the public lynching of its own citizens who it claimed were â€˜informants'.
